Aplicación de Responsabilidad Extendida del Productor para el sistema de valorización de aceites lubricantes usados en el Perú

Abstract

En la presente investigación se obtuvo como objetivo analizar los efectos de aplicar la Responsabilidad Extendida del Productor en un sistema de valorización de aceites lubricantes usados en el Perú. El tipo y diseño de investigación fue aplicada, descriptivo con un enfoque mixto de diseño experimental. La población fue 99 productores que comercializan en Lima y el tamaño muestral fue 44 productores que comercializan, los instrumentos utilizados en la presente investigación fueron dos: el primer instrumento fue de la responsabilidad extendida del productor la cual tuvo 21 preguntas La cual tuvo las siguientes dimensiones: 1. Responsabilidad Financiera, 2. Responsabilidad Operativa, 3. Responsabilidad de Diseño, 4. Responsabilidad Informativa y 5. Responsabilidad Legal. El segundo instrumento del sistema de valorización de aceites lubricantes tuvo una encuesta de 20 preguntas con las siguientes dimensiones: 1. Recuperación de Recursos, 2. Valorización Energética, 3. Recolección y Logística y 4. Tecnología de Tratamiento. Los resultados obtenidos fueron que, en el pretest, el 7% de los productores se clasificó en un nivel bajo, mientras que en el postest este porcentaje se redujo a 0%. Esto indica un avance considerable en la conciencia y compromiso hacia la responsabilidad extendida. En cuanto al nivel medio, este disminuyó del 77% en el pretest al 34% en el postest, lo que sugiere que muchos productores han elevado su compromiso a niveles altos. Finalmente, el porcentaje de productores en el nivel alto aumentó del 16% al 66%, lo que refleja un cambio positivo hacia prácticas más sostenibles y responsables. Se concluyó que, si bien existe un compromiso notable hacia la responsabilidad extendida del productor y la valorización de aceites lubricantes, es crucial implementar estrategias efectivas para mejorar aún más estos resultados. La educación, los incentivos económicos y un marco regulatorio adecuado son esenciales para fomentar un cambio positivo en la industria de aceites lubricantes.

In this research, the objective of this research was to analyze the effects of applying Extended Producer Responsibility in a system of valorization of used lubricating oils in Peru. The type and design of research was applied, descriptive with a mixed approach of experimental design. The population was 99 producers who market and the sample size was 44 producers who market, the instruments used in this research were two, the first instrument was extended producer responsibility which had 21 which had the following dimensions: 1. Financial Responsibility, 2. Operational Responsibility, 3. Design Responsibility, 4. Information Responsibility and 5. Legal Liability. The second instrument of the lubricating oil recovery system had a survey of 20 questions with the following dimensions: 1. Resource Recovery, 2. Energy Recovery, 3. Collection and Logistics and 4. Treatment Technology. The results obtained were that, in the pre-test, 7% of the producers were classified at a low level, while in the post-test this percentage was reduced to 0%. This indicates a considerable advance in awareness and commitment towards extended responsibility. As for the medium level, it decreased from 77% in the pre-test to 34% in the post-test, which suggests that many producers have raised their commitment to high levels. Finally, the percentage of producers in the high tier increased from 16% to 66%, reflecting a positive shift towards more sustainable and responsible practices. It was concluded that, while there is a notable commitment towards extended producer responsibility and the valorization of lubricating oils, it is crucial to implement effective strategies to further improve these results. Education, economic incentives, and an appropriate regulatory framework are essential to foster positive change in the lubricating oil industry.
