INCUMPLIMIENTO DE PLAZO Y PRESUPUESTO EN LOS PROYECTOS DE INVERSIÓN PUBLICA GESTIONADOS POR LA MUNICIPALIDAD DISTRITAL DE CCORCA – PROVINCIA DE CUSCO, DEPARTAMENTO DE CUSCO - PERÚ

Abstract

El presente trabajo de investigación busca identificar las causales del Incumplimiento de plazo y presupuesto en los proyectos de Inversión pública gestionados por la Municipalidad distrital de Ccorca – Provincia de Cusco, Departamento de Cusco – Perú, ya que actualmente en la Municipalidad distrital de Ccorca se vienen ejecutando 04 obras mediante la modalidad de administración directa, en las cuales se tienen ampliación de plazo y presupuesto. Empleando la herramienta de diagrama de Ishikawa, se identifica que la causa principal de las ampliaciones de plazo y presupuesto, es un expediente técnico mal elaborado, además se identificó el nivel de madurez BIM de la Municipalidad distrital de Ccorca, el cual resulto ser A-Inexistente. El objetivo de esta investigación es proponer una guía de procesos para la fase de ejecución, específicamente en lo relacionado con el expediente técnico, según el ciclo de inversiones del Sistema Nacional de Programación Multianual y Gestión de Inversiones (INVIERTE.PE), empleando la Guía BIM Perú. La guía de procesos planteada será el punto de inicio de la Municipalidad distrital de Ccorca para la adopción de la metodología BIM al año 2030, ya que según lo estipulado en el plan BIM Perú, hasta julio del 2030 el uso de la metodología BIM será en todo el Sector Público.

The present research work seeks to identify the causes of Non-compliance with deadline and budget in the public Investment projects managed by the District Municipality of Ccorca - Province of Cusco, Department of Cusco - Peru, since currently in the District Municipality of Ccorca there are executing 04 works through the direct administration modality, in which the deadline and budget have been extended. Using the Ishikawa diagram tool, it has been identified that the main cause of the extensions of deadlines and budgets is a poorly prepared technical file. Additionally, the BIM maturity level of the District Municipality of Ccorca was identified, which turned out to be A-Nonexistent. The objective of this research is to propose a process guide for the execution phase, specifically in relation to the technical file, according to the investment cycle of the National Multiannual Programming and Investment Management System (INVIERTE.PE), using the Guide BIM Peru. The proposed process guide will be the starting point for the District Municipality of Ccorca to adopt the BIM methodology by 2030, as stipulated in the BIM Peru plan, which states that by July 2030, the use of the BIM methodology will be implemented across the entire public sector.
