ANÁLISIS DE LA APLICACIÓN DE LA METODOLOGÍA DE LAST PLANNER SYSTEM, PARA EL CUMPLIMIENTO DEL PLAZO DE EJECUCIÓN EN OBRAS DE SANEAMIENTO BÁSICO, BAJO LA MODALIDAD DE EJECUCIÓN POR ADMINISTRACIÓN DIRECTA. CASO DE ESTUDIO: “MEJORAMIENTO Y AMPLIACION SERVICIO DE AGUA POTABLE Y DISPOSICION SANITARIA DE EXCRETAS EN LA COMUNIDAD DE PAROPUJIO DEL DISTRITO DE CUSIPATA – PROVINCIA DE QUISPICANCHI – DEPARTAMENTO DE CUSCO”

Abstract

El presente estudio tiene por objetivo, el de establecer una propuesta de metodología aplicable en los proyectos ejecutados por el Gobierno Regional de Cusco (Gore Cusco), por Administración Directa; la misma que favorezca cumplir los plazos de ejecución establecidos inicialmente. La investigación realizada, se basó en la evaluación del proyecto de inversión pública “MEJORAMIENTO Y AMPLIACIÓN SERVICIO DE AGUA POTABLE Y DISPOSICIÓN SANITARIA DE EXCRETAS EN LA COMUNIDAD DE PAROPUJIO DEL DISTRITO DE CUSIPATA, PROVINCIA DE QUISPICANCHI, DEPARTAMENTO DE CUSCO”, el mismo que ha sufrido cuatro (04) modificaciones de plazo. La metodología planteada en esta investigación es el Sistema Last Planner System (LPS), de tal manera que se pueda adecuar a la ejecución de proyectos que se llevan a cabo bajo el enfoque de Administración Directa. El análisis efectuado se fundamenta en la evaluación de la organización actual del proyecto, así como sus procesos de planificación; para así, poder establecer la propuesta de planificación, que considera la vista hacia adelante y seguimiento en la liberación de restricciones que impiden el cumplimiento de los compromisos de ejecución en cuanto a plazos. Así también, se realizó una evaluación de la situación del proyecto sin implementación de la metodología propuesta, versus un escenario que incluye implementar la metodología LPS en los procesos de planificación y ejecución del proyecto.

The objective of this study is to establish a proposed methodology applicable in the projects executed by the Regional Government of Cusco (Gore Cusco), by Direct Administration; the same that favors meeting the execution deadlines initially established. The research carried out was based on the evaluation of the public investment project “IMPROVEMENT AND EXPANSION OF DRINKING WATER SERVICE AND SANITARY DISPOSAL OF EXCRETA IN THE COMMUNITY OF PAROPUJIO OF THE DISTRICT OF CUSIPATA, PROVINCE OF QUISPICANCHI, DEPARTMENT OF CUSCO”, the same that has suffered four (04) deadline modifications. The methodology proposed in this research is the Last Planner System (LPS), so that it can be adapted to the execution of projects that are carried out under the Direct Management approach. The analysis carried out is based on the evaluation of the current organization of the project, as well as its planning processes; in order to establish the planning proposal, which considers the forward view and monitoring in the release of restrictions that prevent compliance with execution commitments in terms of deadlines. Likewise, an evaluation of the project situation was carried out without implementation of the proposed methodology, versus a scenario that includes implementing the LPS methodology in the planning and execution processes of the project.
