Análisis de las acciones adoptadas por el Estado Peruano para garantizar el derecho al cuidado y buen trato de las personas adultas mayores en Lima Metropolitana en el periodo 2019 al 2023

Abstract

La población del país está envejeciendo, lo cual se evidencia en el incremento del número y proporción de personas adultas mayores (PAM) y, a la vez, la disminución de grupos etarios más jóvenes. Asimismo, más de la mitad de los peruanos estima que el adulto mayor es discriminado. En este contexto, las acciones de violencia y discriminación hacia las PAM definen un problema público, cuya consecuencia es la vulneración de sus derechos y que afecta a la sociedad. Por ello, es importante que, a través del Estado, se tome conciencia de esta problemática y puedan implementarse acciones para garantizar y proteger efectivamente a las PAM; así como, fomentar su cuidado y buen trato, orientado a la prevención de todo tipo de violencia. Por lo expuesto, la presente investigación tiene como objetivo analizar las acciones adoptadas por el Estado Peruano para garantizar el adecuado ejercicio de los derechos de las PAM, en especial los derechos al cuidado y buen trato de este grupo etario en Lima Metropolitana, durante el periodo 2019 al 2023; por ello, se realizó la revisión y el recojo de información de fuentes primarias y secundarias que junto a las entrevistas realizadas a diferentes funcionarios públicos, sociedad civil y expertos, constituyen un estado del arte actualizado sobre las intervenciones en protección de las PAM. Finalmente, se concluye que, si bien el Estado Peruano hace esfuerzos para garantizar el adecuado ejercicio del derecho al cuidado y al buen trato de las PAM en Lima Metropolitana, estos resultan aún insuficientes.

The country's population is aging, which is evident in the increase in the number and proportion of older adults (PAM) and, at the same time, the decrease in younger age groups. Likewise, more than half of Peruvians believe that older adults are discriminated against. In this context, acts of violence and discrimination against PAM define a public problem, which results is the violation of their rights and affects society. Therefore, it is important that the State raises awareness of this problem and can implement actions to effectively guarantee and protect PAM; as well as promote their care and good treatment, aimed at preventing all types of violence. For the above reasons, the present investigation aims to analyze the actions adopted by the Peruvian State to guarantee the adequate exercise of the rights of PAM, especially the rights to care and good treatment, of this age group in Metropolitan Lima, during the period 2019 to 2023; therefore, a review and collection of primary and secondary sources was carried out, which together with the interviews conducted with different public officials, civil society and experts, constitute an updated state of the art on interventions in the protection of PAM. Finally, it is concluded that although the Peruvian State makes efforts to guarantee the adequate exercise of the right to care and good treatment of PAM in Metropolitan Lima, these are still insufficient.
