Optimización del proceso de gestión de Archivo Central y Trámite Documentario de la Municipalidad Distrital de Ancón, 2024

Abstract

El presente estudio, titulado “Optimización del proceso de gestión del Archivo Central y Trámite Documentario de la Municipalidad Distrital de Ancón, 2024”, está inspirado en la creación de valor público, mediante soluciones tecnológicas que permitan brindar un eficiente y oportuno servicio al ciudadano. En esta línea, el problema principal identificado es la “gestión deficiente del Archivo Central y Trámite Documentario de la Municipalidad Distrital de Ancón”. Respecto a la metodología aplicada en el trabajo de investigación es de tipo cualitativo. De este modo, para determinar el problema central se elaboró un diagrama de Ishikawa, mediante el cual, se abordaron las causas y efectos subyacentes. Además, se recurrió a la revisión de literatura para fundamentar la solución. Luego del análisis realizado se plantearon las siguientes alternativas de solución: (1) adoptar el modelo y sistema de gestión documental de la Presidencia de Consejo de Ministros (PCM), (2) adoptar el modelo de la PCM y diseñar un sistema de gestión documental propio, y (3) tercerizar el modelo y sistema de gestión documental, las cuales se encuentran dentro del cuadrante “Preparación y Fortalecimiento” de la matriz cruzada FODA. Por lo tanto, la alternativa de solución elegida es “adoptar el modelo y sistema de gestión documental de la PCM”. Esta opción es viable, ya que el gobierno central, a través de la Presidencia del Consejo de Ministros y, en particular la Secretaría de Gobierno y Transformación Digital, lidera el Sistema Nacional de Transformación Digital. Este organismo está implementando este sistema en diversas entidades estatales como parte de su política. En ese sentido, para el desarrollo de este plan piloto se requiere la adquisición de equipos modernos, como dos computadoras y un servidor, entre otros, con una inversión valorada en 75,908.50 soles.

The present study, titled “Optimization of the Central Archive and Document Management Process of the District Municipality of Ancón, 2024,” is inspired by the creation of public value through technological solutions aimed at providing efficient and timely service to citizens. In this context, the main problem identified is the "inefficient management of the Central Archive and Document Management of the District Municipality of Ancón." The research methodology applied in this work is qualitative. To determine the central issue, an Ishikawa diagram was created to address the underlying causes and effects. Additionally, a literature review was conducted to substantiate the proposed solution. Following the analysis, the following solution alternatives were proposed: (1) adopting the document management model and system of the Presidency of the Council of Ministers (PCM), (2) adopting the PCM model and designing a customized document management system, and (3) outsourcing the document management model and system, all of which fall within the "Preparation and Strengthening" quadrant of the SWOT matrix. Consequently, the chosen solution is to "adopt the PCM's document management model and system." This option is feasible, as the central government, through the Presidency of the Council of Ministers and particularly the Secretariat of Government and Digital Transformation, leads the National Digital Transformation System. This agency is implementing this system across various state entities as part of its policy. In this regard, the development of this pilot plan requires the acquisition of modern equipment, such as two computers and a server, among others, with an investment valued at 75,908.50 soles.
