Análisis de la Unidad de Administración y su impacto en el funcionamiento del Hospital ABC.

Abstract

El sistema de salud pública en Perú, no se caracteriza por una óptima gestión de recursos o calidad de atención para quienes más lo necesitan, y como parte del sistema, existen diversos establecimientos de salud dedicados a la atención de un determinado grupo demográfico; estos están divididos en Redes Integradas de Salud (RIS), dependiendo de a qué entidad reguladora de salud están adjudicados. Tal es el caso del Hospital ABC de nivel II-1, perteneciente a la red MINSA, cuyas atenciones están cubiertas por el Sistema Integrado de Salud (SIS). En los últimos años, la gran afluencia de pacientes evidenció un riesgo constante de no satisfacer las necesidades con la cantidad de recursos proyectados. Del análisis realizado, se identificó que este problema se debe a una deficiente gestión de su sistema administrativo y logístico, con un énfasis en el mal uso del Cuadro Multianual de Necesidades (CMN); ante esta situación, se plantearon cuatro alternativas de solución las cuales fueron contrastadas mediante el uso de KPIs y la Matriz de Ponderación de Alternativas; estableciendo que tres de ellas, formen una alternativa de solución conjunta, que busca mejorar la gestión, control y supervisión de procesos, mediante la implementación de un enfoque de capacidades, actualización del Manual de Operaciones y Funciones (MOF), y herramientas de soporte como la Matriz de Riesgos Administrativos y Asistenciales (MRAA); con el propósito de mejorar la calidad de prestación de servicios en salud y la gestión de activos del hospital.

​The public health system in Peru, is not characterized by optimal resource management or quality of care for those who need it most, and as part of the system, there are various health facilities dedicated to the care of a certain demographic group; these are divided into Integrated Health Networks (RIS), depending on which health regulatory entity they are assigned to. This is the case of the ABC Hospital level II-1, belonging to the MINSA network, whose care is covered by the Integrated Health System (SIS). In recent years, the large influx of patients showed a constant risk of not meeting needs with the amount of projected resources. ​From the analysis carried out, it was identified that this problem is due to poor management of its administrative and logistical system, with an emphasis on the misuse of the Multiannual Needs Table (CMN); in view of this situation, four solution alternatives were proposed and contrasted through the use of KPIs and the Alternative Weighting Matrix; establishing that three of them would form a joint solution, which seeks to improve the management, control and supervision of processes, through the implementation of a capabilities approach, updating the Operations and Functions Manual (MOF), and support tools such as the Administrative and Healthcare Risk Matrix (MRAA); with the purpose of improving the quality of health service delivery and the management of hospital assets.
