El Callao se encuentra dentro de las 5 regiones más peligrosas del Perú. De acuerdo con el plan estratégico nacional es necesario promover el arte y la educación en zonas vulnerables para reducir tal índice. Sin embargo, la región carece un equipamiento de esta categoría. El proyecto se concibe en respuesta a la necesidad de un proyecto educativo - cultural enfocado a la música y danza que promueva el arte y la educación en zonas vulnerables para reducir el índice de NINIS (Jóvenes que no estudian ni trabajan en el distrito de Ventanilla) propensos a delinquir. El objetivo es formar jóvenes talentos contarán con una evidencia formal que sustente su capacidad para ocupar una plaza como artistas o docentes, respondiendo a la demanda presente en comunidades como la Asociación de músicos unidos de Ventanilla y los Ángeles de arena. El proyecto se ubica en un punto estratégico dentro del eje principal de Ventanilla, carretera que articula los distritos de la región, monumentos naturales y sitios arqueológicos por lo presenta la oportunidad de conectar y generar conciencia no solo educativa sino cultural. Se plantea articular espacios que se adapten en el tiempo, fomente la permanencia en el interior y que promuevan el aprendizaje, exhibición y experimentación, identificándose como centro educativo y aportando como generador de cultura.Callao is within the 5 most dangerous regions of Peru. According to the national strategic plan, it is necessary to promote art and education in vulnerable areas to reduce this rate. However, the region lacks equipment of this category. The project is conceived in response to the need for an educational - cultural project focused on music and dance that promotes art and education in vulnerable areas to reduce the rate of NINIS (Young people who do not study or work in the district of Ventanilla) prone to crime. The objective is to train young talents who will have formal evidence that supports their ability to occupy a position as artists or teachers, responding to the demand present in communities such as the United Musicians Association of Ventanilla and Los Angeles de Arena. The project is located at a strategic point within the main axis of Ventanilla, a road that connects the districts of the region, natural monuments and archaeological sites, so the project presents the opportunity to connect and generate awareness not only educational but also cultural. It is proposed to articulate spaces that adapt over time, encourage permanence in the interior and promote learning, exhibition and experimentation, identifying itself as an educational center and contributing as a generator of culture.
