Barreras para el desarrollo de las exportaciones de servicio de consultoría en ingeniería en el Perú durante el periodo 2017 al 2019

Abstract

El sector servicio de ingeniería pese a las iniciativas que promueven sus exportaciones evidencia una tendencia inestable frente a otros servicios que tienen el mismo apoyo del gobierno.

El objetivo de esta investigación es comprender cuáles han sido las barreras para el desarrollo de las exportaciones de servicio consultoría en ingeniería en el Perú durante el año 2017 al 2019. De esta manera, se identificaron 12 posibles barreras, segmentadas en 4 categorías: Barreras de recursos internos, Barreras de conocimientos, Barrera de procedimiento y Barreras exógenas. Este estudio utiliza un enfoque de investigación cualitativa, es por ello se realizaron entrevistas a profundidad a 14 individuos: 11 involucrados en consultoras de ingeniería y 3 expertos en el tema de la exportación de consultoría en ingeniería.

Como resultado, fueron validadas las 12 barreras (sub categoría) propuestas: la escasez de los recursos financieros para fines de exportación, la mano de obra calificada en grados académicos, estándares internacionales de calidad, la información sobre los mercados extranjeros, la falta de personal con experiencia en el proceso de exportación, la importancia de involucrar tiempo de gestión para ocuparse de las exportaciones, las restricciones de las calificaciones, la disposiciones de inmigración, el riesgo de impagos, riesgo de tributación, las barreras lingüísticas y culturales, y las pocas políticas de gobierno. Teniendo todo este resultado de la investigación, se brinda recomendaciones a las partes involucradas, y a los futuros investigadores.

The engineering service sector, despite the initiatives that promote its exports, shows an unstable trend compared to other services that have the same government support.

The objective of this research is to understand what have been the barriers to the development of exports of engineering consulting services in Peru during the year 2017 to 2019. In this way, 12 possible barriers were identified, segmented into 4 categories: Barriers of internal resources, knowledge barriers, procedural barriers and exogenous barriers. This study uses a qualitative research approach, which is why in-depth interviews were conducted with 14 individuals: 11 involved in engineering consulting firms and 3 experts on the subject of engineering consulting exports.

As a result, the 12 proposed barriers (sub-category) were validated: the scarcity of financial resources for export purposes, skilled labor with academic degrees, international quality standards, information on foreign markets, lack of personnel with experience in the export process, the importance of involving management time to deal with exports, qualification restrictions, immigration provisions, risk of defaults, taxation risk, language and cultural barriers, and the few government policies. Having all this result of the investigation, recommendations are provided to the parties involved, and to future researchers.
